Risks & Responsible Deployment

Technology is not a silver bullet, and UNEP's own guidance emphasizes managing trade-offs:

• Digital divide — access to these tools is uneven across regions; solutions must be inclusive and locally adapted.
• Energy & resource footprint — data centers, AI training, and hardware manufacturing (including e-waste and critical mineral extraction) carry their own environmental costs.
• Data governance — environmental data must be open, trustworthy, and protected from misuse.
• Techno-optimism trap — technology should complement, not replace, policy reform, behavior change, and ecosystem restoration.
